Today, the City of Eureka vacated the property at 833 H Street pursuant to a warrant issued by the Superior Court of Humboldt County. The action was necessary because of significant violations of health and safety regulations at the site, including electrical, plumbing, sanitation, and structural hazards. These violations were documented over the course of several years, most recently in August, when City staff executed an inspection warrant at the property. Since the August inspection, the City has informed the property owners, Floyd and Betty Squires, and court appointed receiver, Jeff Smith, of the violations and the need for them to be corrected.

When City staff posted the property with a notice to vacate on January 12, 2018, it was determined that 11 of 14 units were occupied. The occupants of each unit were contacted and informed of their eligibility for relocation benefits pursuant to the California Health and Safety Code. Similarly, the property owners were notified of their responsibility to pay these benefits. When the property owners failed to provide the relocation payments as required, the City collected the information necessary from each tenant and, as of today, has issued checks for $2,000 to occupants of each of the 11 units.

Since January 12th, the City has worked diligently with service providers from the County of Humboldt Department of Health and Human Services, ResolutionCare, and Betty Kwan Chinn Foundation to secure housing for each of the 15 individuals displaced from 833 H Street. As of today, all of these individuals have been placed in alternate housing in one form or another several permanently.

Two days after a school shooting shattered the peace of Parkland, Florida, Portland Public Schools Superintendent Guadalupe Guerrero comments to the Portland City Club Friday Forum had overarching themes of striving for safety and success in uncertain times.

“When are we going to get serious about mental and behavioral health?” Guerrero asked the ballroom of the Sentinel Hotel, packed with school officials, students and City Club members. “Perhaps we should talk about an act on common sense gun control?”

Guerrero paused for loud applause after that remark and continued: “Are we doing everything we can to ensure our students are safe?”

JT Flowers, a Lincoln High School graduate, Rhodes Scholar and aide to Congressman Earl Blumenaur, served as moderator during the last half of the hour long talk. Flowers noted how often Guerrero spoke in the form of a question and politely pressed for details as the subjects ranged from racial equity, to insufficient facilities, to the challenges of digging the state largest school district out of so many problems.

On graduation rates, Guerrero said it was imperative to get the nearly one quarter of PPS students who do not graduate on time interested in school.

“It not enough to make a call or knock on the door and say: back to what you didn like, ” he said.

In response to a student question, Guerrero voiced a surprisingly strong desire to financially support student activities and clubs.

“We should take care of that first,” he said, in spite of limited school funds. “That definitely something you can look forward to us supporting.”

He spoke of the need for “hooks” of student engagement, be they art, music, sports or clubs.

“It not OK for a first grader to be in an elementary school where the roof is leaking, where the tiles are falling off, where you can trust the water that you drinking,” Guerrero said. “So we working aggressively to remediate and fix for all of those things.”

From a community wrestling with racial tensions, diversity was a repeated topic for one of the only superintendents of color in the state. He offered a few specifics on how to improve Portland Public Schools stubbornly unchanged rate of employees of color. For example, he wants a paraeducator to teacher pipeline and an Urban Teacher Residency program, a practical training program similar to a doctor residency. He acknowledged it had been a long and difficult four months, including a vague reference to a “mutiny” in the central administration, but suggested he is recruiting staff all over the nation with a narrative of transformation.

“People like to be part of a winning team,” Guerrero said. “That trickle all the way down the organization. is exciting to identify those individuals who will get us to the playoffs.”

Guerrero said he felt a sense of urgency to tackle problems such as the recruitment of teachers of color. (PPS workforce has remained about 75 percent white for years, despite massive expenditures on diversity programs.) But he repeatedly returned to the notion of relationship building.

“Without relational trust, you really can expect transformation to take place,” he said. Former Idaho Governor Cecil Andrus started pushing back on nuclear shipments into Idaho starting in the 1970 Negotiations with the federal government continued for two decades until the 1995 Agreement was signed by Andrus successor, Governor Phil Batt. Under the Agreement, all high level nuclear waste must be removed by 2035. All transuranic waste is supposed to be removed by December 31, 2018.
