“We’ve put a bigger focus on enforcement,” said Jack J. Lewis, state police press secretary. “We don’t think drinking and driving has risen. But it’s like with speeding. When we put more emphasis on the problem, the numbers of arrests go up.”

DUI arrests include motorists under the influence of drugs as well as alcohol.

In Lancaster County, state police DUI arrests in 2008 totaled an even 600; 441 by troopers operating out of the main barracks in Lancaster, and 159 by those out of Ephrata.

That is 35 percent higher than 2007, when 446 motorists were arrested in the county by state police.

Overall, Troop J, which has stations in Lancaster, Ephrata, Avondale and Embreeville, had 1,268 arrests,

up from 1,027 the year before. Statewide, Troop J ranked sixth among Pennsylvania’s 16 troops.

A statement released by state police Commissioner Frank E. Pawlowski said the increase in DUI arrests resulted from “using education, training and high levels of enforcement to target impaired drivers who pose a threat to themselves and other motorists.”

Lewis also pointed out that “DUI crashes and crash related fatalities are down.”

Alcohol or drug related crashes dropped from 4,807 in 2007 to 4,665 last year, while deaths from those accidents went from 165 to 150.

“While arrests were up 3 percent, crashes were down 3 percent,” Lewis said. “Fatalities from DUI related crashes are down 9 percent.”

The 4,665 accidents are the fewest since 2006, when 4,583 crashes were recorded.

Lewis also credits the rise in DUI arrests to such programs at Operation Nighthawk, which was begun in 2002.

In the program, troopers and municipal police officers undergo specialized classroom training on two consecutive days on methods of curbing drinking and driving. They then immediately conduct roving patrols to identify and stop motorists driving under the influence.

A Bend woman riding her bicycle with two others on Dodds Road east of town was struck and killed Saturday afternoon by a pickup truck whose driver, also a Bend woman, was arrested on first degree manslaughter, DUII and other charges, then released on bail Sunday, Deschutes County sheriff deputies said. to the reported crash of a GMC pickup and cyclist in the area of Dodds and Obernolte roads, Sgt. William Bailey said.

The investigation at the scene determined Shantel Lynn Witt, 41, was driving her gray 2002 GMC Sierra pickup eastbound on Dodds Road, near the intersection with Obernolte Road, Bailey said.

Witt failed to negotiate a slight curve to the right in the roadway and continued straight, crossing the westbound lane. Just before the pickup left Dodds Road, it struck the third of three bicyclists riding single file heading west on the westbound shoulder, the sergeant said.

of Bend, died at the scene, Bailey said, adding that her family had been notified.

Based on the investigation and evidence at the scene, Witt was arrested on charges of first degree manslaughter, DUII, reckless driving and two counts of reckless endangering, Bailey said.

Witt was booked into the county jail late Saturday night and held on $245,000 bail, and released Sunday morning after posting a $27,000 security, a jail officer said. She is scheduled for an initial court appearance Jan. 16.

The crash and investigation closed or reduced Dodds Road to one lane for about five hours.

Deschutes County sheriff deputies were assisted at the scene by Bend police officers and fire medics, Oregon State Police, the Alfalfa Fire Department and Deschutes County Road Department.

Bailey told NewsChannel 21 an investigation determined Witt was driving while impaired, but the specific nature will await the results of blood tests.

As the investigation continues, anyone who might have witnessed the crash and has not spoken to investigators is asked to call non emergency dispatch at 541 693 6911.

Online court records show Witt was arrested on July 4, 2014 on a misdemeanor DUII charge and pleaded guilty that September. She was sentenced to a year long alcohol treatment program and ordered not to drive after consuming alcohol and to take part in a victim impact panel.

In some of the tests, adults who rarely consumed dairy products were five times more likely to fail compared with those who had them between two and four times a week.

They also suspect dairy foods may help protect against heart disease and high blood pressure, which in turn maintains the brains ability to properly function.

Some experts have disputed this, however, claiming dairy products increase the likelihood of heart disease and strokes as they are high in saturated fat.

ST. GEORGE, Utah A 2nd grade boy’s new haircut landed him in the principal’s office this week. The school said his mohawk violates dress code standards; his parents argued it’s part of their family’s Native American culture.

Teyawwna Sanden says she was shocked to get a phone call from Arrowhead Elementary School saying her son Kobe’s mohawk wasn’t allowed.

The Washington County School District’s dress code policy states: “Students have the responsibility to avoid grooming that causes a distraction or disruption, interrupting school decorum and adversely affecting the educational process.”

Harrah said that’s what happened when Kobe showed up to class.

“We had the students that weren’t used to it,” Harrah said. “They had called that out. So the teacher brought the student to my attention.”

Sanden and her husband decided to challenge the decision. They appealed to the superintendent of primary education, saying the mohawk represented a significant part of their heritage, the superintendent, in turn, asked for letters from tribal leaders supporting the claim. Harrah said it wasn’t meant to question their heritage, but a way to follow through with policy.

“It’s just a procedure that we use,” Harrah said.”As there could be several different cultures that have different beliefs, so we just need to have some documentation.”

But Sanden says it was a confusing request.

“I’m sure they didn’t intend it to be, but if felt like a form of discrimination,” Sanden said. “We didn’t want to take it there. We provided the papers, but we didn’t feel like it was right to let it go.”

With the documentation, Kobe was allowed to return to class. But Sanden said her frustration goes deeper. She said the policy as it stands is too vague, leaving it open to interpretation. Harrah said the way the policy stands allows administrators to make exceptions.

“It was a positive experience I think for all of us, I felt like, and the student went back to class,

and it was over,” said Harrah.

Still, Sanden says she intends to take her concerns to the school board and seek a policy change.

This becomes really clear when one notes that any drink that contains 10% or more juice would not be taxed even though blends are essentially soda pop, and in fact, grape juice and apple juice aren any better than soda.

What if there is a student with a deformity like missing an arm? What if there is a student with Down Syndrome? Students may not be used to that. Seriously, educators think before you act. You the ones that are supposed to set an example. While most educators are doing just that, there are some (as in the case here), who are totally clueless and are a detriment to the education of our students.

This is ridiculous. How a person does their hair does not distract from the educational process. Children tend to quickly accept things they might not understand. I believe this policy is based on discrimination against cultural groups. People that are EMO might dye their hair purple. Does not mean it is a distraction to the education process.

Maybe the leaders of this school need to understand that children come in every shape, size, color, and hair style. I find this action to be discriminatory against students rights to being individuals.
